H1b stamping rejection -What next?

If H1b stamping is rejected , can we use that H1b petition to file a new H1 or transfer that to a new company in India?

I'm guessing the answer lies in why the H-1B stamp was rejected.

The H1B Petition is specific to the certain company. If your company can address any deficiency/concern in the rejected visa application, you can try applying again.
