I actually agree with the principle of educating about unaffordable procreation. The world can't go on with ballooning its population, particularly not those who do it simply because they can. BUT even if that were Uzbekistan's sole reason, this is barbaric, big brother government.

Barbaric, yes. But it isn't big brother government because it isn't government of any kind. It's just barbaric. They were doing something very similar in Guatemala in the 90s, just after the direct military efforts to exterminate the indigenous population calmed down, they started a sterilization "campaign".
