I think it will be your local OMIC office who deals with matters like this, but you would probably have to supply evidence of having tried to resolve the matter with the supplier including having filled in their Complaints Book, which would be problematic if the supplier is not responding to attempts to contact them.

How you can get in trouble in Italy is by getting work done in the black. The fines are worse if the worker is foreign. If you make a denuncia against an illegal worker you would be fined too for employing him in the first place. Doesn't that happen in Spain?

Not as far as I am aware. I know many who will ONLY employ Brits, cash in hand. Why I know not. Go figure?
