What is a 'human rights passport'? If you intend to visit a European country, the immigration rules will depend on where you are coming from and where you are registered. If from an EU country there is no problem, if from a non-EU country you should consult the appropriate European Embassy / Consulate in that country.
The rules on entering Europe are becoming more complicated, as they head towards a 'Federal State' aka USA.

In short, it isn't worth a toss.
