Yes, you sign a declaration that you understand the values of Quebec and that you intend to live there. This happens at QCS level though, not federal.

I find it hard to believe that you would score 0 points for English, you seem pretty fluent to me!

You would need to take the IELTS test, the official way to demonstrate your level of English...

Yep, we did sign the paper, and in good faith. As you say, them using that against us is the worry.

I wouldn't call the CSQ route special treatment though! Unless special means paying more fees,...
