You can travel at any point during the application process including upto your ceremony date proving you have a valid visa /rrv. You do get asked if you have any travel plans both in the application...

That's not a worry, we only got our pr visa in 2013 (457 prior).

From memory, the requirement is

minimum 4 years resident
12 months on a permanent visa
maximum 12 months out of the country within the last 4 years
