Also just because an owner is resident doesn't mean a vehicle must be. The only rule is the 183 days....

Are you going to be working... or do you have school age kids. If not I wouldn't worry too much. But if you are/do then you are going to need to register for an NIE and with your local townhall.

I don't think such a thing exists in Spain, at least not professionally. Kids either go to granny or a nursery school. You can find a decent nursery from about 220€. These are from 0 to 3 years old....
