Google Voice isn't bad for prices to UK mobiles, ranging from about 10p to 16p I think. But you have the convenience of being able to use it from your cellphone and don't need any special equipment...

c) The UK license is irrelevant, as it became invalid the minute you became a US resident, regardless of whether it's still in date or not.

You can't maintain residency in two countries simultaneously. One country has to be your place of residence.

Also you will find that travel insurance is not valid when really the person is not...

He doesn't get a green card, he gets an IR-1 visa. If he successfully enters the US with it, he is mailed his green card in a few weeks.
