Thanks! When you say waiting, do you mean waiting to go in to their appointments? I was expecting them to be pretty precise as my appointment time is 0950... :-S

I think your answer is within the statement 'citizen, national or permanent resident'. If your Dad is in the US on a temporary visa, I don't think he qualifies as any of those?
