First thought is the dpi (dots per inch) value you are scanning them at. Have a look and see if when you're scanning you can specify that. I'd say 200 dpi should be legible enough, and small enough...

Not an expert, but I'd say they won't accept the cert you have because as you stare it's not legal proof. They might just ask for you to supply the proper cert and then they will continue processing....

Oh that's a shame. It did have fairly good ratings in the first couple of weeks it was out. Maybe another service will pick it up, here's hoping they do!
