Rule of thumb:
For Colored Certificates: Scan and upload original
For B&W Certficated: Scan and upload the certified copies.

Local embassy of pakistan in dubai should be able to help you in getting PCC from Pakistan while in dubai. Your wife might need to take PCC from Pakistan in that case if they are there.

Best is fill the PDF form online, sign and last page of the form which has signature, scan it and then merge it with the remaining form and then upload it as single document. This is from my personal...

No need to send the documents , just need to upload them online. if docs are colored upload colored copies otherwise attested copies from authorised officers.

As suggested earliar by Bermudashorts, chances of score going higher in reading section is remote as this is objective , but yeah there are chances in subjective sections like speaking and writing....
