Sounds like a VWP refusal. It's almost unheard of for a VWP traveler to be allowed to withdraw at an airport port of entry. They'd be withdrawing in lieu exercising the ability to have the matter...

I don't see a reason to seek an ESTA just to have it denied and then applying for a visa. He can just apply for the visa straight away.
