It has been a while since you spoke to him... the oil refinery closed in 2012, laying off 4% of the islands population. There are some environmental issues at old refinery site hence the potential...

Oh - I forgot. You need police reports for 5 years history to get on the foster/adopt program and it's difficult (but not impossible) to get those from the UK. The documents and records don't...
