Of course they will. As soon as one score changes, the remark-fee will be refunded. Details can be found in the remark-form.

Sorry, but I really don't know whether there are different examiners for both parts since I just had one section to remark. I'd send a mail to your test center resp. your countries' IELTS...

If you've got enough time (8 weeks) I'd go ahead and apply for a remark. Chances are not that bad that the result changes.

Check the immi page for priority processing. It will tell you 3 years for "old" offshore non-CSL applications (175/176), 2 years for onshore non CSL, (up to) 12 months for employer-sponsored/new...
