DIAC rules are pretty straight forward in this area, IELTS results must be current. Other institutions may apply their own rules, as you have found out, but that has no bearing on the visa process

You need to read the immi.gov.au/asri and ACS's assessment criteria to determine if you are eligible or not. You can also hire a migration agent to do this for you.
