When I first was in Saudi over ten years ago I'd have said Jeddah. More freedom, more laid-back lifestyle etc.

These days though, I don't think you'd notice a difference freedom wise and Riyadh...

Outside of compounds, the only places you'll find many Westerners will be shopping malls, plazas etc.

People drive everywhere.

You'll struggle to find apartments with many Western expats off compound. You may find English speaking expats but they're gonna be arab/Asian and you won't be mixing much socially

Khobar area is quite a good place to be. Preferable to Dammam in my opinion. There's a lot going on there. Riyadh is only 3 hours away if you fancy a weekend in the big city and all that entails. KSA...
