Sure. You can buy property if you're a non resident too. You would have to be prepared to answer questions about non-immigrant intent if asked though.

I would seek advice from an attorney on that one - I would not accept the company's interpretation on that. I would not have thought you were okay to work but I do not know for sure. I always left...

We had a trip planned and my EAD/AP card had not arrived, so my husband called his local Congressman's office. They asked for the application info and they had it approved within 3 days.

Check with the college - my university charges "out of state" tuition as long as you are on any temporary visa, EVEN IF you have been resident for >1 year. Ask me how I found that out...

If USCIS twice has said that the E3 is valid until Feb 2017 (is that the expiration date on the actual visa in your passport?), I wouldn't worry about the previous LCA at all.
