No its not. The average Spanish salary is 24k euros per year, so it is slightly higher than that - and in Madrid 28k would be about the average salary

Yes, you will need to declare the interest depending on when it was paid remembering that the Spanish tax year is Jan-Dec, so you have to go and do all the calculations manually as you cannot rely on...

They scrapped the cheque bebe and 2 years of free social security. That totals 9,000 Euros worth of help which people used to get, but not any more
