Canadian Tire does Federal inspection for Vehicles but I believe you still need to go through the proper process. He is going to call RIV and US customs to seek guidence...

We are not concerned about insurance.... at this time import is the main issue...

I seriously doubt you can do anything for him. Even if he was under 18 , probably, your wife had to show some income to sponsor him.

I will be telling truth to tax department. I am not living in Canada and I am not going to say i am resident (depends how tax department interprets the term resident), there is no threat to my PR...

okay, i think this matter is serious and when the right time comes i will have to seek some tax consultant's help. A friend of mine had told me They can't double tax you bcaz you are not getting paid...

You also need to make sure you dont use any commercial carrier. Rental car is considered commercial carrier.

Congratulations.... you guys are good now. 7 or more is required to claim all 16 points. Now you can enjoy peace of mind. CIC is not going to ask you any further question related to language skills....
