There are precedents in the MRT and AAT databases for distinguished talent decisions being overturned at Tribunal level, see for example 1417319 [2015] MRTA 825 (1 May 2015)...

A fax on a Sunday if outside business hours can be accepted but be prepared for a battle with the Department. Better to get in while their office is open if you can.

Nick the decision is based on an administrative action which has just been taken through Regulations. As delegated legislation it takes effect immediately unless the Senate disallows it in a motion...
