Most skills assessments need work experience, there are only one or two exceptions and IT is not one of them.

Nobody applies for "permanent residency", not ever. It is only possible to apply for visas, some visas are permanent and some are not.
If you qualify for a permanent visa then you can apply for it,...

We spent about GBP3-3.5k moving two cats in 2010.
I was also expecting trouble finding a rental with cats but in the end it was not even remotely difficult.

Your visa should not make any difference to your wages. It is important you do your homework and make sure you are getting a market rate, just as you would if you had a job offer in the UK.
