If you are a UK PAYE employee then you will have to pay your tax in UK but under the dual tax treaty will not have to pay again in Spain.

A couple of points.
Kontiki says "you should have by now had a photo licence" but that is not fact. There has never been nor is there any obligation to switch to a photocard and your paper licence...
