DIAC have a feedback/complaints form ... someone wants to lodge a complaint about the presumed delay and you call this bullying ? if someone wants to complain...

gillgee is correct
points are calculated at the time of lodgement of application and and under the rules applicable at the time of Lodgement

don't know if it is useless or not
but at-least you should raise your voice and tell that you have a problem
if even you think that it is non-issue and you deserve to be delayed than why would DIAC...

that is not correct
the US H1 and UK Tier-1 are being processed normally ... you can get the UK t-1 in months ... even Ausssie Student visas are a lot quicker .... do you think that US and UK are...

yes, you are right
we were expecting that old pending Pak applicants might get visas at the start of new quota during 2010 but nothing happened apart from a couple of people (who got visas) all are...

there is no MODL now, you need to go to immi.gov.au and use the points calculator there so see if you will be able to meet the immi points with 6 in IELTS

IELTS for Secondary applicant is not...

yes, that's what I said "why would they ask again"
the only reason that I can think is that it is due to some pending checks and as the case is very old so the CO just as re-confirmation asked for...

it is strange , why did they ask for "any change of address"
it means that they still have not completed the checks :( otherwise why would the ask such details

I think that you should reply to the email that you have received and explain the whole situation
tell them that this is your registered email, again mention your TRN and other details like...
