It was just an idea, but it would be your mother, as a Lebanese citizen, who would ask the Consulate what they could suggest in the circumstances, if anything... This may be grasping at straws, but...

Has your mother tried the Lebanese Consulate/Embassy in Germany? A google search shows that the Consulate is in Frankfurt, the Embassy in Berlin, and they may come up with a solution...
