PNP - Provincial Nominee Program.

Iirc NS, MB, SK and NB all allow Skill Level C workers to apply after a certain amount of time working in the province.

Alberta and BC also have semi-skilled...

Oh bum. I'm afraid I'm about to be the voice of doom.

It is a low wage position, and even if you could work it would mean you'd be on quite a low income as your wage wouldn't be very high either....

Yes, absolutely. That's if he's eligible for the ICT work permit route, from what you've said (about him being a Skill Level C job), I would assume he's not, but this Wiki link explains it all quite...
