No police force would pay $1000 if they could hire locally for free, and the OP never said he was a police officer, so I was thinking it could be something far more specialised, hence my advice to...

Personally, I'd just check that they're aware what hiring him will entail - it may well be that they don't have any knowledge of the LMIA app, or the $1000 fee they'll need to pay.
