You can't be in Australia when they issue your visa. Quite a few people do this and get notified before their visa gets issued and they then fly out to the nearest country (usually NZ) while their...

Its most likely that you haven't already signed the form. I believe its a tickbox on the online form. I guess they're now wanting you to sign the actaul form.
