You can (if you meet some conditions), but only if you pay for the privilege! 70 quid to sign up for the first year and 50 a year to renew.

Australian immigration probably don't. The problem is you can't fly to the UK non-stop...yet. The transit country may have a 6 month validity requirement and this could result in you being denied...
