Because they don't actually carry the package with them. It's left at the nearest local post office. Until recently that was 30km away for me. I gave up using Canada Post for that reason.

I get that often too. There's actually not been any attempt to deliver, it's just more convenient for the courier/postal service to get you to collect it from a central point.
