Exactly. TOR is to AVOID paying import tax on personal belongings of a British citizen returning to live.
I do not recall if there was an option for no NI number. TBH it took me several tries to...

Update:

I just got off the phone with HMRC, approximate hold time 10 mins.
They confirmed receipt of docs.

I had them go over my support docs (as i understood the TOR had changed recently) and...

Regarding TOR, am in the middle of the process now.
Its worth going to the website and taking a look. The form is filled in online then you print and email or snailmail. It doesnt save online. So...
