You cannot bypass the requirement to be eligible for one of the federal programs (Quebec may be an exception). The PNP programs are more a way for the provinces to pick who they want and therefore...

For work experience you can use any skilled work experience not just those years in your current NOC code.

I guess you are not scoring the required 67 to qualify for FSW. Have a go at calculating...
