Up until now - from now on, they have the "contract / promise of a contract of work" route, as does everybody else in the world.

Presumably you have to actually reside in the US with that visa though, don't you? Portugal's scheme gives right of residency but no obligation to do so - just a couple of weeks or so per annum as a...
