when applying for a 2nd waiver does it typically take as long as the first one? my first one took around 16 weeks and was issued for 1 year.

But don't they typically issue the visa for the duration of the course listed on the I-20? It wouldn't make sense to issue a 1 year visa for a 4 year course.
