The IBI is basically the property tax you pay every year and that's based on cadastral value. Ok, you mean the Impuesto Extraordinario sobre el patrimonio which is a kind of wealth tax as you say. So...

Are they still charging you for that service? Paying Property tax usually just means you get a letter (IBI document) and you just pay.
