The Committee of 24 comprises a bunch of seat-warmers interested in nothing but their own comfort and vanity. I don't think anybody takes them seriously. The Spanish government is just grandstanding....

As a British Overseas Territory, Gibraltar is not subject to the laws of the UK, and has its own FCO-approved constitution, as all the other BOTs have.
