This child was adopted by a US citizen step father (father), which applies a different process. The child never needed to be an LPR or know anything about an I-751.

Her I-751 (as part of your application) must be moot if she has become a USC via adoption.

I think you need to separate the N-400 action and the N-600 action, in your mind. I can't see how N-600...
