You might have to go for DEDICATION in the middle or you could use as a title something like: "For Dr MarkRD" and then do the...

Thanks for that and he measures do indeed follow in a list Ugo; however, Parliament has already approved the measures hence I am not sure that "envisages" works in English in this particular context....

Context is:
I recommend posting a marshal at the tight corner exiting the park, for saftey reasons, during the race on Sunday!
