I don't know about that there was a $90Bn budget agreed in Basra for works a couple a month ago, it easily dwarfs the ADP budget in Astana or whatever other works they are trying to do for the expo.

I have been to a few war zones and I have some friends in Basra at the moment. But I would have to say Basra is on the lively end of the scale, its not like Syria but its certainly more dangerous...
