I'd wait until it's been 12 months before you send it. By saying you are common-law on these legal papers you are saying you've already been living together for 12 months - that's all that matters. ...

I have no clue how they know! However, after about 3 years I came home and went to the doctor's and they said I was no longer covered! So they knew years ago!
