Wasn't always like this. We would rent a cottage in Seaside Heights every summer when the kids were young. Never any charge for beach use. As of 5 years ago there was none at Belmar beach either. ...

Not really. There are lovely beach town, i.e. Point Pleasant, Cape May but a resort? Never happen. You have tacky or exclusive. The tacky would be Seaside Heights, NJ just down through Toms River...
