I dont think I- 129 is applicable for E3 visas. My lawyer has not advised to have such an application and have never used I-129.

I have been to the Tijuana consulate twice (no problems), I have been to the consulate in Mexico City once, no issues at all.

I believe Change of employer would not be a problem in Mexico city. I did that 3x already in Mexico
(2x in Tijuana [Jan 2012 and Sept 2012] and once in Mexico city last Dec 2014)

I don't think a small company will bear weight on your E3 visa application. As long as you have
an approved LCA to present to the consular officer, you'll be fine.

I got mine (first E3 visa) March 23, 2011 in Vancouver, no problem in getting it. I have read some here
got theirs in London a few weeks before I did, they too did not seem to have any hiccups.
