Now they may ask you only on question that is
"If you are unemployed that explain how you are supporting your self or your dependents."

Definitly they will revoke CSL. It is expected that now the date of lodgement will be the "PRIORITY". However they may give priority to State Sponsored aplicant.

please read Booklet six page 35. Regarding character and penal clearances.

On this page clearly mentioned is:

"Note: Some penal checks from some countries may take up to 12 months to obtain....
