He could possibly try an RPL route (RPL = Recognition of Prior Learning) - he would need to find an RTO to do this (RTO = Recognised Training Organisation).

Other alternative would be an adult...

Your first step would be to look at what is needed for a successful skills assessment. Vetassess have a lot of information on their site, although they are not the only people to do the assessment....

Being able to pass the skills assessment is only part of the process - you also need to consider being able to pass the points test for a visa. A newly qualified 39 / 40 year old plumber will find...

If you want someone to do all the work for you, try a MARA agent. I think you do because it is a licensed trade, but check Vetassess or the immi website to confirm

I don't think so - and plumbing is a licensed trade so you may need a skills assessment even for a temporary visa

If it's for claiming points, that would be no. If you did a 4 year apprenticeship, everything after that should be okay, but if in doubt, it is better to understate experience than over claim points...

There are practice tests available online. You can also find examples of written pieces to the level you need as a guide.

EDIT - you have the advantage that you do not need to pass the test to...

Only if you have the required score in one of the tests.

A UK passport / Citizenship (as well as some others) proves competent English - 0 points - only.

My guess is that you may struggle with...

Vetassess do the assessments for TRA. With a licensed trade you are issued an OTSR to enable you to get licensed. Not sure what gap training, if any, a plumber needs to do. Overall skills assessment...

Not a plumber but still a tradie - passed IELTS academic on second attempt with all 9's (needed all 8's and got 7.5 for reading on first attempt which was admittedly straight after a night shift) but...
