What does your partner do there? Perhaps looking for the work they do rather than their present title would help narrow down the NOC search?

Don't forget that you have a year from receiving the letter of introduction to activate it - so it may well still be worthwhile applying for the IEC. You may not receive an invite for 6 months or...

... and the 2018 IEC is now open, so get your applications in asap - if nothing else, it will get you here while you work out your best route (and provide work experience points, once you are).
