No student visa required if you do it at the port of entry (if you apply online however, they will require you to pay for one!). When you arrive, ask for 'visitor records' for the children and ask...

Could I suggest - in the meantime - if you are serious about wishing to move to Canada on a more permanent basis, get an application in for Express Entry. It may take a while longer but I suspect...

If she doesn't want to apply for an open work permit (presuming she qualifies), she and the children would request Visitor Records when entering Canada and you would request a TWP on entry as well....
