The main applicant must have the appropriate IELTS at the time of EOI, for th secondary applicants it can follow.

You are not forced to do a particular work. You do need to live and work in a regional area for the duration of your visa, not just one year of it.

That is not a category of visa, it is presumably simply the nominated occupation. In which case, why would it matter whether anyone else has applied under the same occupation? The processing queue...
