No it isn't. If she currently earns above £18,600 and has a job offer in the UK, starting within three months, then that is sufficient to support a visa application for her husband.

You could be living in the UK and apply for a visa for your husband without you ever having lived in NZ. You don't need to be in NZ for any part of the visa application process for your husband. ...
