Carbon neutral my arse...
The UAE has the highest carbon footprint per capita and I bet Qatar is pretty much the same.
He sees no problem in producing stadiums where carbon-neutral, solar-based systems will produce chilled air in which players and fans alike will be perfectly comfortable

Actually Qatar is almost 50% higher than the UAE, which is almost 50% higher than the US, which is 50% higher than the EU.

Qatar's per captia emissions are so high mostly because of it's tiny population and massive hydrocarbon extraction/processing industry. Trinidad and Tobago are ranked number two globally which proves the point.
Lifestyles in Qatar & UAE are roughly the same (I assume, never been to Qatar) - i.e. 4x4s, air conditioning and desalination use - the massive increase in per capita CO2 must come from it having a much smaller population.
So, 4x4s and A/C aside, much of the CO2 emissions of the gulf are to support western economies.
It's a bit like saying China is a massive polluter when, in fact, most of pollution they make is to feed the west's consumption.

Carbon neutral football stadiums costing $ billions with a useful working life of 30 hours, together with associated air conditioned training grounds accommodation, bars!!, and car parking for 50,000 4WD V8 land cruisers - I understand where the "environmental friendliness fits in this plan.
But what I am a bit concerned about is this date of 2022 - It appears that FIFA expect to play football here in Qatar on or somewhere near this date. Surely the 2022 date is the planned milestone date ?? I am confused.
