Looking for basic share dealing account
One without huge monthly charges, mega charges for buying selling looking pretty
One that doesn't require a UK based utility bill (I don't think my one from my student flat in Manchester in 1996 is valid anymore!) and can cope with expats
One that has a good reputation
One that can let me buy FTSE & NYSE shares
One that can do dividend reinvesting without treating it like another bloody transaction
Any recommendations?

I use IB and O&A - probably the cheapest and most reliable when they give me a quote and minimal slippage.
IB gives me a GBP6 for a one way (or 0.1% on the NYSE and DOW)
Or you could do a bucket shop like CMG but really depends on how long you want to hold.

I have been using Barclays Stockbrokers for the last 15 years. As cheap as chips if you use the system regularly. No idea about current identity/security requirements though.

Long term - want to purchase some dividend earning shares (hence the reinvestments), and hold on to them for the long term (like years) as a mini fund for the minis for university. I don't know how long I'll live this expat life & salary, so it would be good to store something away for then.
