If we--or America, or whoever--are officially at war, then killing of civilians can, regrettably, be termed collateral damage. If we're not at war, its murder. And if you end up blowing up women and children--or a wedding party--and term it collateral damage, then its actually worse than what happened in Woolwich yesterday.
